General Limitations <br />a) If stormwater mixes with water sources that are subject to effluent limitation <br />guidelines, the mixture is subject to effluent limitation guidelines. <br />b) Stormwater discharges from active or inactive mining operations activities that are <br />subject to Best Management Practices shall not cause or threaten to cause pollution, <br />contamination or degradation of State waters. <br />2. Stormwater Management Plan - Contents and Reouirements <br />A Stozmwater Hanagement Plan (SWMP) shall be developed for those areas of the Eckman Park <br />and Mines 1, 2 and 3 South where stormwater discharges associated with industrial activity <br />are not subject to affluent limitation guidelines (see definition at I.C.B.a). The SUMP <br />shall include the following items, at a minimum: <br />a) Description of Mining Activities. The plan shall provide a narrative description of <br />the mining and associated activities taking place at the Eckman Park and Minas 1, 2 and <br />3 South site, or having taken place in the past, which affect or may affect stormwater <br />runoff intended to be covered by this permit. The narrative description shall report <br />the total acreage within the mine site and an estimate of the number of acres of <br />disturbed azea. <br />b) Area Subiect to Effluent Limitations Guidelines. The SWMP shall describe the portions <br />of the site which contribute runoff to areas subject to effluent limitations guidelines <br />contained in 40 CFR subchapter N. <br />c) bite Man. The plan shall provide a site map or maps which indicate at a minimum: <br />For the entire area: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre-existing; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundary of area that contributes runoff to outfalls that are subject to effluent <br />limitations guidelines. <br />For those areas outside of the area that contributes runoff to outfalls that are <br />subject to effluent limitations guidelines: <br />- an estimate of the direction(s) of flow; <br />- starmwater outfalls and an outline of the drainage area of~ each stormwater <br />outfalls <br />- each existing structural control measure to reduce pollutants in stotmwater <br />runoff; and <br />- the location of impervious structures (e.g. parking lots, roofs, etc.) <br />
