~~ ~ ^..1T I
Page li of 14
Pezmit No. CO-0027154
A. TERMS AND CONDITIONS
4. Compliance Schedule - Salinity Reoort
The permittee shall submit to the State Water Quality Control Division by October 1.
1993, a report addressing the economic feasibility of achieving no salt in all
discharges or, if that is not feasible, minimizing the salt in all discharges from this
facility. The report shall address these two points:
The cost of modifying all existing treatment facilities to provide for no salt
discharge;
The cost of salt minimization from all treatment facilities (to achieve combined
discharge equal to or less than one ton of TDS per day).
The permittee shall specifically address a minimum of three forms of treatment and/or
containment for each point. The report shall describe in detail each form of treatment
and/or containment, the associated construction costs, the annual operating costs and
the expected resulting salt loading that would result from such treatment and/or
containment. The Division will review this report. If the Division determines that it
is economically infeasible to construct salt removal/minimization facilities, the
permittee will be judged to have fully satisfied the terms of this requirement and no
further action shall be required. If the Division determines that such construction is
necessary, the permit may be reopened to make appropriate modifications.
No later than 14 calendar days following each date identified in the above schedule of
compliance, the permittee shall submit either a report of progress or, in the case of
specific actions being required by identified dates, a written notice of compliance or
noncompliance, any remedial actions taken, and the probability of meeting the next
scheduled requirement.
In any case in which a compliance schedule has been timely submitted, failure to obtain
the Division's approval shall not be considered a violation of Che permit unless the
Division shows that absence of approval or disapproval has resulted from the failure of
the permittee to Furnish information reasonably required or requested in order to
process the compliance schedule.
B. MONITORING REQUIREMENTS
1. Frequency and Sample Tyoe For Outfalls 001. 005. 007 and 019
In order to obtain an indication of the probable compliance or non- compliance with the
effluent limitations specified in Part I, Section A.1, the permittee shall monitor
effluent parameters at the following required frequencies, the results to be reported
on the Discharge Monitoring Report (See Part I, Section R.3.):
