The required fee of $217 for the renewal of this substitute water supply plan has been <br />submitted. The original plan was approved on October 2, 2003. <br />The anticipated net depletion for this plan is 35.70 acre-feet per year for up to 6.45 acres of <br />water surface exposed after December 31,1980. According to t:he information submitted, no water <br />surface was exposed within the reclamation permit boundary prior to January 1, 1981. <br />You had previously provided a monthly breakdown of the annual depletions made up of <br />16.03 acre-feet of evaporation loss, 2.00 acre-feet of water used and consumed for dust control, and <br />17.67 acre-feet of water lost with 600,000 tons of mined product. No phreatophyte credit has been <br />applied to this plan, however, due to partial subirrigation of the historically irrigated acreage, a credit <br />of 1.31 acre-feet of consumptive use of groundwater has been applied. The subirrigation was <br />deterrnined to be approximately 9% over the entire mining area. <br />The sources of replacement water are O.i shares of the Last Chance Ditch and fully <br />consumable water from the City of Longmont. Replacements during the historical irrigation season <br />will be provided by the 0.1 shares of the Last Chance Ditch, which yields 9.17 acre-feet of <br />consumptive use credits. The consumptive use credit was adjusted to account for the historical <br />subirrigation of the irrigated lands. The lease with the City of Longmont will provide a total of 6.35 <br />acre-feet of water from August through October. According to sl phone conversation between the <br />SEO and you in September 2004, Owens Bros. Concrete Co. is currently selling the gravel mining <br />operation and the new owners will file for a substitute water supply plan to cover depletions which <br />accrue to the river after October 2004. As of the date of this letter, no such plan request has been <br />received by the SEO. Of the 6.35 acre-feet of lease waterfrom the City of Longmont, approximately <br />0.33 acre-feet will cover transit losses (5.5% total based on 0.5°/~ per mile for the 11 miles from the <br />City of Longmont wastewater treatment plant to the Det Carriino Pit). The amount of City of <br />Longmont replacement water that reaches the Del Camino Pit i:> 6.02 acre-feet. <br />I hereby approve the proposed substitute water supply plan in accordance with §37-90- <br />137(11), C.R.S., subject to the fo{lowing conditions: <br />
