The next two Feet of the shaft will then be filled with concrete to form a top plug for the shaft. Fill material will be
placed in the remaining three feet of the shaft (approximately 1.4 CY), and then the site will be topsoiled and
revegetated. The redistributed topsoil will be seeded with the pastureland seed mixture.
EMD Ventilafion Site
When the facilities aze no longer required, they will be dismantled and removed from the site. The fans, silencer,
supports, and associated buildings will be removed and hauled from the site. The concrete pads, footers, and piers will
be broken-up and placed into the cased holes. Cement plugs will be poured in the bottom fifteen feet ofeach hole, and in
the intervals corresponding to the Twentymile Sandstone and 20 feet above and below it. The remainder of the holes,
will be filled with inert material. A cement plug will be poured from ten feet to three feet below ground surface, and the
top 3 feet will be filled with soil.
After the holes have been plugged and the building materials removed, the site will be regraded to blend with the
surrounding topography. The topsoil will then be reapplied to the site and seeded with a pastureland seed mixture.
Dewaterin¢ Borehole and Mine Water Recycle System
Upon completion of mining, and when the system is no longer required, the facilities will be removed and the site
reclaimed. Removal of the surface facilities will involve removal of the modulaz electro-coagulation units (2);
dismantling of surface structures, which includes the powerline, transformer and pad, any remaining chemical and pump
control equipment, buildings and pads; and reclamation of the ponds and road. After the facilities are removed, the site
will be regraded to blend in with the existing topography and the stockpiled topsoil redistributed over the area. The
topsoil redistributed over the dewatering site and reclaimed road segments will be seeded with the pastureland seed
mixture. The existing road and beginning segment will be left in place to serve the postmining land use. The topsoil
windrowed or stockpiled adjacent to the road will be seeded with pastureland seed mixture.
NMD Power Borehole
• Upon completion of mining, and when the power borehole is no longer needed, the facilities will be removed and the site
reclaimed. Removal of the surface facilities will involve dismantling of surface structures, which includes the powerline,
transformer and pad, road and culvert, and building. After the facilities are removed, the site will be regraded to blend
with the existing topography, the stockpiled topsoil will be redistributed over the area, and the power borehole pad and
reclaimed road segments will be seeded with the pastureland seed mixture. The entire road will be chisel-plowed after
removing the geotextile.
1WV-Mains Ventilation Shaft and Thickener Underllow Project tTR01-39)
When the NW-Mains ventilation shaft and fan installation are no longer needed to support ongoing or future mining
operations, the associated surface facilities will be removed, the shaft will be plugged and sealed, and surface disturbance
areas will be reclaimed. The fan equipment, buildings, powerline, and poles will be removed and reused at another local,
salvaged, or disposed of off-site. Concrete pads will be broken up and foundations will be demolished to at least 4 feet
below grade, and the resulting concrete debris will be disposed of in the shaft opening. The shaft collar concrete will
also be broken up and disposed of into the shaft opening, leaving an open space for the concrete decking, concrete slab
and backfill material to be placed in the shaft void. Shaft plugging and sealing will involve construction and placement
of apre-fabricated framework of steel support beams, steel composite decking and 4 inches of concrete to be placed at
the bottom of the shaft collaz {approximately 20 feet below grade), which will rest on the lower shaft liner, Once this is
completed, a 24-inch thick reinforced concrete slab will be constructed over the previously placed slab and decking. The
concrete in this slab will also flow down and fill-in the annular space between the C-channel and surrounding strata as
shown in Exhibit 26B, Section 3/S-l. This will effectively seal the plug at the interface of the plug and lower shaft liner.
Also, tie-ins will be placed around the periphery of the 24-inch slab to allow for tying-in the rebaz of the reinforced
concrete slab. After this slab has cured, backfill material will be placed in the void. The backfill material will be placed
• to within 6 inches of the surface, and the final 6 inches will be filled with topsoil. The plug drawing is presented in
Exhibit 26B, NW-Mains Ventilation Shaft Plug.
TR06-52 2.05 - 105.1 05/23/06
d
