Surface Facilities
The surface facilities transferred to TCC and CYCC will be reclaimed as described in the following sections.
Any buildings or structures will be removed and the affected area graded to blend with the surrounding terrain.
Demolition debris resulting from building and structure demolition will be buried at the base of the highwall. Topsoil
will be applied consistent with the amounts and locations shown on Map 29, Reclamation. Following topsoil
redistribution, the azeas will be seeded with the appropriate seed mixture. The re-grading, topsoil replacement, and
seeding will be done in accordance with the plan and applicable regulations.
As shown on Map 29, topsoil from Stockpiles SF-1 and SF-2 will be redistributed over the eastern end of the surface
facilities. Topsoil from Stockpile SF-3 will be redistributed over the office/bathouse, portal, and wazehouse azeas and
part of the existing waste rock dump. This topsoil is from a stockpile relocated from the bacl~ill pad to SF-1. Topsoil
from Stockpile SF-4 will be redistributed in the warehouse area. Topsoil from Stockpile SF-5 will be redistributed on
the road corridor. Topsoil from Stockpile SF-6 will initially be redistributed over the waste pile in order to m;n;mi~e
the need to relocate Stockpile SF-6, while establishing permanent perimeter drainage control for the waste pile. The
remainder of SF-6 will be redistributed over the office area, road corridor, tipple azea, original waste rock dump, and
batch weigh loadout facilities azeas. Topsoil from Stockpile SF-11 will be redistributed on the road corridor.
Topsoil from the footprint of the new waste pile azea was salvaged and added to Stockpile SF-t2. A maximum of
154,880 CY was stripped (18-inches over the azea of the pile) and placed in Stockpiles SF-12, 13, and 14. The majority
of the topsoil placed in Stockpile SF-12 will be redistributed over the waste pile during the reclamation process, with
the exception that sufficient yazdage will be pulled from Stockpile SF-12 to offset yardage from Stockpile SF-6 used in
reclaiming portions of the waste pile. Offsetting material volumes from Stockpile SF-12 will be used for the office
area, road corridor, tipple area, original waste rock dump, and batch weigh loadout facilities azeas. In addition, certain
topsoil stockpiles are dedicated to a particulaz disturbance area. Those stockpiles aze SF-9 and 10 -railroad track
extension, SF-7 -coal stockpile expansion azea, W WT'F -waste water treatment facility, RDT-1 - rockdust tank, FCB-
1, 2, 3, and FCVF-1 -Fish Creek Borehole azea, and SSS-1 -power borehole.
• Fish Creek Dewaterin¢ Site
The Fish Creek Dewatering Area will be regraded following removal of the facilities. Topsoil stored adjacent to the
site will be spread evenly over the regraded surface.
After the power system of the Fish Creek Dewatering Site is no longer required, the substation will be removed and the
azea reclaimed. Reclamation for the dewatering borehole substation will include the following; fence removal, pole
removal, transformer removal, concrete pad removal, topsoil replacement, and seeding. Topsoil will be placed and
bladed over the gravel surfacing material, or if other gravel is needed for road maintenance, it will be removed prior to
topsoil placement. The area will be seeded with the rangeland seed mixture. Approved permanent access roads will
remain intact for use by the surface owner. During the 10-yeaz liability period, TCC will maintain the road for
monitoring purposes. After bond release, the land owner will assume responsibility for the road. The northern short
section (2,500 feet) of the access road will be reclaimed unless otherwise approved by CMLRD.
Rockdust Tauk
After removal of the rockdust tank and cement pad, the pit run gravel of the truck access/unloading azea will be
dispersed across the .5 acres of disturbance. The azea will be ripped before the stockpiled topsoil is reapplied.

MR06-207 2.05-101 04/25/06
