Appendix
' Short-term Lease Application C-27103
Draft (incorrect)
Analysis: The Western Slope Carbon, Inc. short-term coal lease
application area does include one soil, Breece loam on 1 to 5
percent slcpes, which has been identified as prime farmland by
• the "Important Farmlands I'iapping Project" being conducted by
Colorado State University. However, the site where this soil
occurs has been used for the aroduc*.ion of cultivated crops for
less than five years out of the 20 years proceeding the date of
the permit application. Thus, it does not qualify as prime
farmland as determined by 42 (CFR):716.7.
Final ;corrected)
_ Analysis: The Western Slope Carbon, Inc. short-term coal lease
application area does include one soil, Breece loam on 1 to 6
percent slopes, which has been identified as prime farmland by
the "Important Farmlands ~"upping Project" being conducted by
Colorado State University.
The area of prime farmland soil type, however, will not be in
"' an area which will be impacted by surface effects of under-
ground mining operations. The criterion is, therefore, not
applicable. .
• Short-term Lease Application C-27432
Draft (incorrect)
Exceotior.s: The only surface facilities associated o-rith the
• proposed mining cperation (a ventilation shaft) would destroy a
total of approximately 1.6 acres o; crucial wintering habitat
for mule deer and elk. If cons±ruction of the ventilation
shaft were scheduled to occur between March and December, it
would be unlikely that there ~•+ould•be adverse impacts to ti•rild-
life after construction, all that would be required at the site
would be a grating fence and gravel pad. No mechanical equip-
• ment, powerlines, or structures would be located at the site.
Final (corrected)
Exceptions: The only surface facilities associated with the
proposed mining operation (construction of a ventilation shaft)
would destroy a total of approximately 1.6 acres of crucial
wintering habitat for mule deer and elk.
