ADDE?;DUf! <br />This addendum consists of t~•ro parts: (1) an errata section to <br />• correct mistakes made in the Draft Technical Examination/Environ- <br />mental Assessment (TE/El') for coal lease applications C-27432 and <br />.C-27103, published on f•tarch 16, 1979; and (2) a comment section <br />which records substantive comments made during the public comment <br />period (I•tarch 16, 1979 to April 20, 1979) on the adequacy and ac- <br />curacy of the Draft TE/EA. <br />The errata section identifies inaccuracies and changes to be made in <br />the Draft TE/EP•. It repeats each paragraph containing an inaccurate <br />or inadequate statement from the Draft and then sholrs the correct <br />paragraph to be substituted in the Final. <br />Because of the limited number of chanoes to be made resulting from <br />errata, a decision was made to publish only this addendum rather <br />than republishing the entire 130-page document with only a small <br />number of corrections made from the draft TE/EA. <br />A comment sectior, folloars the errata. Each substantive comment re- <br />ceived is listed and a reply is made. In most cases, the comment is <br />taken directly from the comment letter or transcript. However, in <br />;; several cases, one comment was made a number of times by various <br />commentors. All of those comments were summarized into one compre- <br />I hensive cemTent and only one response was prepared. <br />n <br />LJ <br />In addition to compiling this addendum, consultations initiated <br />under Section 7 of the Endangered Species Act Mere completed. On <br />May 2, 1979, a memorandum was received from the Regional Director, <br />Region 6, U.S. Fish and 4Jildlife Service stating, in part, that: <br />"It is our biological opinion that the proposed projects are <br />not likely to jeopardize continued existence of the bald eagle..." <br />and that <br />"We anticipate no problems with golden eacles provided the <br />above cautionary mezsures are taken". (Note: Measures include <br />limiting construction activities to over 1 mile from the nest <br />and withholding the nest location from construction workers). <br />I <br />
