.. <br />Interpretations continued page 7 <br />As consultant for this project, I have a right to <br />expect fair and equal treatment from all government agencies. <br />As do my customers. <br />The Register of Historic Places Act is an <br />unconstitutionally vague, discretionary, and arbitrary set of <br />provisions that loosely apply to all state agencies. Not to <br />their applicants. There are no standards to insure equality <br />in their application. There are no enforcement provisions and <br />no penalties for those agencies that choose to ignore them. <br />It is a violation of my right to due process for the Board <br />and Division to hold my customers' applications to the arbitrary <br />and self serving standards of a state archaeologist in the <br />historical society while other applicants to this, and other <br />agencies are excused from these standards by discretion. <br />Marvin Moore <br />
