STORMWATER MANAGEMENT PLAN <br />INTRODUCTION <br />Slurco Corporation is required to develop and implement a Stortnwater Management Plan <br />(SWMP) for its Reclaimed Canadian Strip Mine in Jackson County, Colorado to comply with <br />the National Pollutant Discharge Elimination System (NPDES) Permit issued for the site. The <br />SWMP requires Slurco Corporation to coordinate Best Management Practices to reduce or <br />eliminate pollutants reaching state waters from areas not limited by effluent limitations. This <br />amended Stormwater Management Plan (SWMP) is being submitted to reflect post-mining outfall <br />effluent limitations and monitoring requirements and include the Stormwater Management Plan <br />Certification for the Reclaimed Canadian Strip Mine in Jackson Counry, Colorado. The SWMP <br />submitted on August 18, 1993, for the above referenced site included monitoring requirements <br />for an active mine site and did not include the Stormwater Management Plan Certification. This <br />amended SWMP includes the following elements: an introduction to the SWMP; general <br />limitations for discharge: map of the affected areas; stormwater controls; schedule of activities: <br />plan availability; statement of certitication, personnel responsible for stormwater materials <br />containment; effluent limitations and monitoring requirements; reporting; sampling and analysis <br />methodology; records; and best management practices; and an appendix containing Discharge <br />Monitoring Reports. <br />Slurco Corporation's amended SWMP focuses on incorporating a variety of activities into the <br />Plan. The most important element of this amended SWMP is the complete and total reclamation <br />of the Canadian Strip Mine under the requirements and regulation of the Colorado Division of <br />Minerals and Geology, reducing or eliminating pollutants from reaching the waters of the U.S. <br />or the State of Colorado. While two stormwater runoff outfalls remain on the site, no <br />stormwater discharges have occurred since reclamation of the mine was completed in 1987. <br />Slurco Corporation's amended SWMP will provide analysis of stormwater discharge (if any) and <br />will use the common sense approaches such as preventing other pollutants from getting into <br />stormwater, accomplished by project personnel who are knowledgeable about the Reclaimed <br />Canadian Strip Mine. <br />GENERAL LIMITATIONS FOR DISCHARGE <br />Since all surface facilities at the site have been reclaimed, Slurco Corporation will not discharge <br />sanitary waste, floating solids, and will not add chemicals to its stormwater discharge, if any. <br />MAP OF THE AFFECTED AREA <br />Slurco Corporation has attached Figure 1 to this amended SWMP showing the outfalls and <br />discharge locations, the reclaimed mine site, and receiving waters.
