HGTI conducted a survey of access road HGLF-AR1 during May 2006. The survey data were used <br />to develop a profile of the existing conditions. The profile is presented in Appendix 12-5 <br />as Appendix 12-SC, Facilities Area Access Road Plan and Profile. This exhibit has been <br />prepared in accordance with Rule 9.03.2 (1)(f)(ii), which allows a relevant showing in lieu <br />of certification of design and construction for roads constructed prior to August 1994. As <br />such, the certification on Exhibit 12-SC only pertains to the existing conditions. HGTI <br />assumes, that because there has been no CDid~LS concern or issue in any monthly compliance <br />inspection report or other permit review since 1992, the access road is in compliance with <br />the performance standards of Rule 9.03.2. <br />Light-Use Aoads: One light-use road was permitted for the 1,000,000 ton per year train <br />loadout operation. The road extended from the existing Truck Dump Hopper along the south <br />side of the crusher building and then looped around the stack tube coal stockpile area. <br />This road has been removed as part of the TR-06 facilities modification - removed portions <br />will be reclaimed in accordance with the reclamation plan and seeded with Seed Mix No. 1. <br /> One light-use road will be utilized following the construction o£ the 2 eM9 ton/year coal <br /> handling facility. This light-use road will travel from haul road HGLF-HR2 to the railcar <br /> unloading hopper/radial stacker area. Drainage from the road is controlled by existing <br /> Ditches 5 and 6. The location of this light-use road is shown on Exhibit 12-2 (Revision 11, <br /> dated 03/07. <br />Railroad Spur and Loop, The Hayden Gulch railroad spur begins approximately 0.3 miles east <br />of the easterly city limits of Hayden, Colorado. As shown on Exhibit 12-1, (Revision 14, <br />dated 03/07), it extends approximately two miles in a southerly direction to the coal <br />handling and train unloading/truck loadout facilities. The approximate track length of the <br />railroad spur and loop is 3.3 miles (17,900 linear feet). The purpose of the railroad spur <br />is to provide a connection to the existing Union Pacific mainline track for transporting raw <br />coal in rail cars in/out of the Hayden Gulch Loadout facility. A reprint of the Railroad <br />Spur Typical Section is shown here as Figure 12-2, Profile and Section for Railroad Spur <br />(this section was originally included in the H-G Coal Company permit package [Permit C-80- <br />003; Volume II, Exhibit J]). <br />The railroad spur alignment begins with an eastbound connection to the Union Pacific <br />mainline trackage and heads in the southerly direction, crossing Highway 40 approximately <br />1,500 feet east o£ the Hayden, Colorado town limits. The railroad spur alignment continues <br />in a southerly direction paralleling the easterly side of Routt County Road 37, and crosses <br />the county road just prior to the beginning of the loop track. Loaded trains enter the loop <br />track and unload raw coal at the unloading facility and return empty to the Union Pacific <br />connection for the return trip to the coal supply. <br />MR-15 11 Revised 03/07 <br />
