Materials Containment Plan (continued) <br />g) Provision for yearly review end updating of the contingency plan, plus resubmission of the plan to the <br />Division if conditions andlor procedures at the facility change the origutal plan. <br />The foregoing provisions shall in no way render inapplicable those requirements imposed by Section 311 of the <br />Water Pollution Control Act Amendtnwts of 1972, regulations promulgated thereunder, the Colotado Water <br />Quality Control Act, and regulatioos promulgated thereunder. This plan should be prepared by a professional <br />engincer registered in the State of Colotado. <br />Nothing herein contained shall be construed az allowing any discharge to waters of the State other than through <br />the discharge points specifically audtorized in this permit. Nothing herein contained shall be construed az <br />excusing any liability the permittce might have, civil or criminal, for any spill. <br />The submittal of a Spill Prevention Control and Countermeasure Plan (SPCC Pltm) az required by 40 CFR Part <br />112 may satisfy all or part of this requirement. R_pe ressentative Samnlin¢ <br />Samples and measurements taken az required herein shall be representative of tht: volume and nature of the <br />monitored discharge. All samples shall be taken at dte monitoring points specified in this permit and, unless <br />otherwise specified, before the effluent joins or is diluted by any other waztestratm, body of water, or <br />substance. Monitoring points shall not be changed without notification to and approval by the Division. <br />2. Analytical and Samoline 1lfethods for Monitorin¢ <br />The permittce shall install, calibrate, use and maintain monitoring methods and eluipment, including biological <br />and indicated pollutant monitoring methods. Analytical and sampling methods utilized by the discharger shall be <br />approved methods az defined by Colorado Re¢ulations for Effluent Limitations (`i CCR 1002-3, 10.1.5), and <br />federal regulations (40 CFR 136) and any other applicable State or Federal reeul:ttions. <br />The analytical method selected for a parameter shall be the one that can measure the lowest detected limit for <br />that parameter unless the permit limitation or stream standard for those parameters not limited, is within the <br />testing range of another approved method. <br />When requested in writing, the Water Quality Control Division may approve an ttltemattve analytical procedure <br />or any significant modification to an approved procedure. <br />3. Records <br />The permittce shall establish and maintain records. Those records shall include the following: <br />
