"In-situ" measurement is defined as a single reading, observation or measurement taken in the field at [he point of discharge. <br />7. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring <br />facilities. <br />8. "Quarterly measurement frequency" means samples maybe collected at any time during llte calendar quarter if a continual <br />discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that discharge occurs. <br />9. "Seven (7) day average" means the arithmetic mean of all samples collected in a seven (7) consecutive day period. Such <br />seven (7) day averages shall be calculated for all calendar wezks, which are defined as beginning on Sunday and ending on <br />Saturday. If the calendar week overlaps two months (i.e. the Sunday is in one month and the Saturday in the following <br />month), the seven (7) day average calculated for that calendar week shall be associated with the month that contains the <br />Samrday. Samples may not be used for more than one (I) reporting period. <br />10. "Thirty (30) day average" means the arithmetic mean of all samples collected during a thirty (30) consecutive-day period. <br />The permittee shall report the appropriate mean of all self-monitoring sample data collected during [he calendar month on the <br />Discharge Monitoring Reports. Samples shall not be used for more than one (I) reporting period. <br />I l . "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25-8-101 et <br />al. <br />D. REPORTING <br />1. Sienatory Requirements <br />All reports required for submittal shall be signzd and certified for accuracy by the pennittce in accord with the following <br />criteria: <br />a) In the case of corporations, by a principal executive officer of at leas[ the level of via-president or his or her duly <br />authorized representative, if such representative is responsible for the overall operation of the facility from which [he <br />discharge described in the form originates; <br />b) In the case of a partnership, by a general partner; <br />c) In the case of a sole proprietorship, by the proprietor; <br />d) In the case of a municipal, state, or other public facility, by either a principal executive officer, ranking elected official, or <br />other duly authorized employee. <br />W ilhin sixty (60) days of certification the perntittee shall file a statement with the Environmental Protection Agency and the <br />Water Quality Control Division which shall contain the names of the person or persons wlto are designated to report <br />conditions on discharge monitoring reports and as noted in "Noncompliance Notification", Part II A.3. The pemtittee shall <br />continually update [his list as changes occur al the facility. <br />n~',~; , ~,~,~ <br />
