Rationale for Recommendation for Approval Over Objections; j/ Regular 112 Construction Materials New Application, Allen Drilling and Excavating Co., Inc./ Allen Pit, File No. M-2005-080 May 5, 2006 (/ Introduction On May 5, 2006 the Division of Minerals and Geology ("Division") issued its recommendation for approval of a 112 Construction Materials Application, over objections. This document is intended to provide a basis for the Division's recommended approval over objections to the Allen Pit application, File No. M-2005-080. The Allen Drilling and Excavating Co., Inc. application was found complete and considered filed with the Division on February 6, 2006. The site is located approximately 2.5 miles southwest of the city of Fairplay, Park County, Colorado. The property is located in Sections 14 and 11, Township 10 South, Range 77 West of the Sixth Principal Meridian. The proposed permit area is 59.5 acres in size. Approximately 58.9 acres of the site will be mined. Mining depths will reach approximately 10 feet. The site consists of five separate phases and reclamation will occur at an active phase once mining in that phase is complete. The proposed post-mined land use for the site is rangeland. Reclamation at the site includes grading of the disturbed acreage, topsoil replacement, and, seeding to re-establish vegetation, Mining disturbance will be limited to 15.8 acres or less throughout the operation.
