The construction of the fill will take place in three stages <br />covering a total area of about 900 acres. Stage 1 will begin <br />in the mouth of the south canyon (nearest the processing plant), <br />beginning at elevation 7,500 feet. Topsoil will be salvaged <br />and properly stockpiled prior to disturbance. The processed <br />shale will be placed in 45 ft. sections with 15 ft. bench widths. <br />Stage 1 will be completed in about 7-1/3 years rising to elevation <br />8,450 feet. Total processed shale deposited in Stage 1 will <br />be about 132 million tons. Revegetation will begin in the 3rd <br />year. <br />Stage 2 will begin in year 8 in the mouth of the north valley <br />(farthest from the processing plant), beginning at elevation <br />7,550 ft. All available topsoil will be salvaged and properly <br />stockpiled prior to disturbance. The processed shale embankment <br />will be completed in the middle of the 17th year (i.e. year 16- <br />i 1/2), at elevation 8,200 feet. Total processed shale deposited <br />in Stage 2 will be about 183 million tons. Revegetation will. <br />begin in the 9th year. <br />Stage 3 will begin in year 17, at elevation 8,200 ft. at the <br />northwest corner of the property. The land fill will be topped <br />out, moving in a southeasterly direction. Total processed shale <br />deposited in Stage 3 will be about 90 million tons. Revegetation <br />will begin in the 18th year. <br />The upper part of Stage 1, and Stages 2 and 3 will be filled <br />with the assistance of a processed shale truck load-out station <br />to be built between the two valleys on a level pad at elevation <br />8,200 ft. There the processed shale will be loaded into nominal <br />150 ton vehicles for dumping at specific locations. <br />The benches will be 15 feet wide, every 45 feet in elevation <br />to intercept the storm water flowing down the face of the fill. <br />The flume design as shown in the drainage plan in Exhibit G <br />D-31 <br />
