However, the manufacturer's literature states that an application rate <br />of 0.2 ppm (mg/P) is required for surface spray/injection and 1.0 ppm is required for drip systems. If such <br />concentrations carry over to the outfall, the limitation would be exceeded. We are concerned that existing <br />levels of capper in the water could add to any copper concentration from the chemical and cause exccedences; <br />also a high one-time copper concentration due to the chemical use could cause exceedence of the 30-day <br />average limitation of 0.073 mg/P. Any exceedences could be subject to enforcement action. We do not want <br />to encourage any activity that might result in permit violations. On the other hand, we do not want to <br />prevent a solution to the algae problem. Therefore, we fold CUTRINE-PLUS acceptable for short-term use <br />as requested in your letter providing effluent limitations aze met. <br />We request that you mottitorfor potentially dissolved (PD) copper as soon as you expect effluent containing <br />this chemical to be dischazged through CO-0027154-001. Routine monitoring would continue as required <br />under that permit. Additionally, we request that if dischazge occurs from CO-0042161-002 after application <br />of this chemical that you immediately monitor for PD copper on a minimum of once per week while the <br />chemical is being dischazged. !n order to determine appropriate effluent concentrations for the Twentymile <br />permit, compaze effluent concentrations at CO-0042161-002 to the calculated potential limitations of <br />0.05810.071 mg/P as shown on page 8 of the rationale dated September 30, 1994. If levels exceed these <br />limitations or any instream impacts aze observed, use of CUTRINE-PLUS shall stop immediately and water <br />containing the chemical shall be contained to the extent possible.
