Neither the State Act nor the National Historic Preservation <br />Act require the protection of all discovered historic resources; but they <br />do require agencies to consider their actions as effects on such properties <br />before proceeding. <br />Many members of our organization are archaeologists involved in conducting <br />cultural resource surveys required by both the National Historic Preserva- <br />tion Act and, to some extent, the State Act. We firmly believe that <br />historic properties, including significant archaeological sites, warrant <br />consideration in decisions made by State agencies, whether or not such <br />sites are already listed in or nominated for the State Register of Historic <br />Places. Many, many significant archaeological properties are discovered in <br />-_- ____ ~__the_Srate. ~~Col.grado each year during the course_of surveys performed <br />under both State and Federal laws. There is no question that many <br />additional such sites remain unidentified. <br />To ensure the continued identification and protection of these important <br />resources, we strongly recommend that you rule in favor of procedures <br />consistent with the requirements of the National Historic Preservation Act, <br />and the current recommendations of the Colorado Historical Society.
