QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />Mine: Southfield <br />Waste Bank MSHA ID. No.: Primary Refuse Disposal Area <br />Inspection Period: Fourth Quarter 2000 <br />Inspection Date: <br />November 10, 2000 <br />General Description or Reference to Site Plan: <br />The refuse area lies west of the main facilities area. Refuse has been placed in designed lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff from <br />the disposal area is channeled to a sediment control pond. A majority of the disposal area has <br />been reclaimetl and exhibits good vegetative growth. <br />Activity During inspection: <br />Area was idle during the inspection. Topsoil that had been placed in temporary stockpile storage <br />during the previous quarter, had been spread on the area of contemporaneous reclamation <br />as required by approved permit designs. Refuse is now being placed in the new expansion area <br />on the west edge of the existing refuse disposal area. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/ <br />or discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side slopes. Positive drainage is established on <br />all reclaimed areas. Good vegetation has been established on reclaimed areas with only minor <br />rilling in some more sparsely vegetated areas. Drainage and diversion structures were intact; All <br />underdrain construction has been completed. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />Plant wad idle during the inspection with no refuse placement. Evidence of waste placement in <br />alternating lifts of fin8 and coarse material was evident. Placement was in accordance with the plan <br />as described in the TerraMatrix report of December 9, 1996. <br />Page 1 of 2 <br />
