Identification, Classification and Standards: <br />1. Identification: Discharge is to Fourmile Creek, <br />tributary to the Arkansas River, segment 21 of the Upper <br />Arkansas River Basin. <br />2. Classification: This stream segment is classified for <br />the following uses: Recreation, Class 2; Aquatic Life, <br />Class 1 (Cold); Agriculture. <br />3. Numerio Standards: The standards which have been <br />assigned in accordance with the above classification can <br />be found in 3.2.0 "Classifications and Numeric Standards <br />for the Arkansas River." <br />IV. PURPOSE OF AMENDMENT <br />In a letter dated July 21, 1992, Cripple Creek and Victor Mining <br />Company requested that discharge point 002 be moved <br />approximately 350 feet southwest on the current drainage towards <br />Fourmile Creek. This amendment changes the current discharge <br />point as requested. <br />V. DISCUSSION <br />As proposed, the new monitoring location would be located 150 <br />feet upstream from the ponds' discharge into Fourmile Creek. <br />The new location is adjacent to and upstream from Teller County <br />Road 88 and would ease sample collection. <br />Downstream from Teller County Road 88, the discharge flows <br />through a marshy area with vegetation consistent with the <br />definition of a wetlands. A site inspection by a Division <br />representative maintained that above the road the discharge <br />flows rapidly through a discrete channel. This area above the <br />road does not appear to be a wetlands. The Army Corp of <br />Engineers has not declared any area between the Carlton Tunnel <br />and Fourmile Creek a wetlands. The new monitoring location <br />would sample the discharge from the ponds before it discharges <br />into the marshy area and Fourmile Creek. <br />The pages in the permit changed by this amendment are: la, ld, <br />and lk. <br />Anne Ihlenfeldt <br />September 9, 1992 <br />
