If the <br />designs are temporary, they have to be able to handle the 10 year 24 hours precipitation event <br />( which is 2.2 inches).Please provide the appropriate designs for these structures, so the Division <br />calculate the appropriate financial reclamation warranty. <br />b) On page 2, production phase, the operator states, "The quarry would operate between 7:00am <br />and 4:00 pm Monday thru Friday". <br />1) Are there plans to use explosives to remove portions of the gravel to be mined ? Is the blast <br />going to be lazge enough to require a monitoring plan for adjacent home owners ?Please explain. <br />IV) EXHIBIT "E" <br />a) Under grading, the operator states, "In areas where it is not practical to obtain a slope no <br />steeper than 2:1, erosion control benches terraces will be installed across the slope".In slopes <br />steeper that 2:1, the operator has to demonstrate that these slopes will be stable. For Hnancial <br />warranty calculation purposes, the Division assumed a 2:1 slope. <br />b) Rule 6.4.5 (2)(f)(v) requires the anticipated minimum depth or range of depth for those areas <br />where topsoil will be replaced. What is the maximum depth of topsoil that will be replaced in the <br />reclaimed areas ?Operator has to commit to salvage all available growth medium with in the <br />proposed permit azea. <br />C) On page 3 of EXHIBIT "E" No. 7, under top soiling, the operator states, "Top soil will be <br />replaced as evenly as practical. Soil testing will be performed as needed on disturbed and <br />undisturbed areas of the affected land". What kind of tests is the operator going to conduct on <br />these areas, please explain. <br />V) EXHIBIT "F' Adequate <br />VI) EXHIBIT "G" <br />a) The access road to the proposed permit azea is over what appears to be a perennial stream. The <br />existing access road over this stream, appears to be prone to erosion, as evidenced during the pre- <br />operational inspection. How does the operator plan to rebuild this embankment over the stream ? <br />What is the culvert size that is going to replace the existing culvert ?The replacement culvertt or <br />culverts have to be able to handle the 100 year 24 hour precipitation event. <br />VII) EXHIBIT "H" <br />a) Please refer to the attached comments from DOW. <br />VIII) EXHIBIT "I' <br />a) Please refer to the Division's comments on EXHIBIT "E"(a) <br />
