To the best of my knowledge no board member of the Ouray <br />Ditch Company was aware, gave permission or realized the operator <br />of United Companies was going on private land outside their <br />permit area and replace our headgate and eliminate our release <br />of adjudicated water, esse~ftially taking all control of the <br />correct amounts and delivery of our existing water rights. <br />They performed this operation because ~f crossing land you were <br />going to give them an extention of their previous permit. <br />They have not followed the procedures outlined in the <br />original or AM-O1 application; as there is no siphon system in <br />place. We are at the mercy of United Companies to give us <br />water when and if and in the amounts they wish. <br />The fallacy in Your application, is there is nothi~ag to <br />protect the basic rights of adjoining property owners.
