• ~ rj~C~nnrdtsoa <br />199Y - j`l49 <br />To Whom It May Concern. <br />August f 9. 2001 <br />This letter is in regards to my pest and personal experiences with United Compantes Colons I'it, from <br />their initial hearings, the beginning of operations, unril the day we moved away from a very unhealthy and <br />disconcerting situation. <br />'This lettkr is to reference the problems we experienced in our use of the water shares (otrray Ditch) and <br />how lJnitod Companies changed and alkred wakr flow, availability of share allowances, and a perceived <br />lackofconcern on United's behalf. <br />While living al 217W Hwy. 550, (north adjacent property to the pit), [experienced the following incidents <br />following the opening of the United pit; <br />• the ditch being filled with the silt-laden, settling pond water, and turning my horse pasture red- <br />browr in color (as well as any down water users). I actually walked over to the pit and witnessed the <br />United employees tssing a trash pump to transfer the wakr form the settling pond to the f7uray ditch <br />that ran just to the east of the pit. When I eonfromed the employees, they immediately slapped and <br />said they had been ordered to remove the wakr in that manner. Sprague Mager's naction w^as <br />perceived lobe callotu when I contacted trim f}re following day. <br />• wakr being diverted from the dikh and dumped over the hill on the northwest corner of the pit <br />property, resulting in an inadequak wakr flow to any of the users below the pit. <br />• water from the head-gate and the wane wakr, being combined so as t0 overload the ditch's capacih, <br />ren,lci ng in flooding of our drive way and the road adjacent to the nosh boundary of the pit. <br />• the alteration and reconfiguration of the head-gate...without any notice, questions, or consensus. <br />1 must add, that a conflict of inkrest with Rochelle and her position an the t7uray Ditch Board. her <br />working relauoaship with Sprague, and the interests of the Unikd Companies, has lead to a perception by <br />the stumunding neigtrbors and wakr users, that deceit, avoidance. and ignorance have been the platform <br />United Companies has operated from, when dealing with us and the water issues. <br />is you have aey questions, 1 will be available m clarify the above statements. <br />Todd J.
