General Introduction <br />• <br />In 1979, Peabody Coal Company (Peabody) retained Mariah Associates, Inc. to conduct a <br />baseline wildlife investigation at Peabody's Nucla Mine located in Montrose County, <br />Colorado, approximately 2.5 miles northwest of the town of Nucla. The scope of that <br />investigation was reviewed with both Colorado Mined Land Reclamation Division (CMLRD) and <br />Office of Surface Mining Reclamation and Enforcement (OSMRE) staff on May 25, 1979, prior <br />to commencing field activities. Personnel in attendance at the meeting included: <br />Personnel Company/Agency <br />Tom Wainwright Peabody <br />Bill White Peabody <br />Tom Turner Mariah Associates, Inc. <br />Rocky Beavers OSMRE <br />Mark Humphrey OSMRE <br />Shirley Lindsey OSMRE <br />Ron Naten OSMRE <br />Rob Starr OSMRE <br />Roger Funsten CMLRD <br />The baseline wildlife investigation resulted fn a report, prepared by Mariah Associates, <br />Inc., which was inserted in a Permit Application. Package (PAP) submitted in April 1980. <br />Approval of the PAP in May, 1983, resulted in the issuance of Permit No. C-008-81. In <br />September 1983, the Nucla Mine went into a temporary cessation of operations due to the <br />closing of the Colorado Ute Nucla Generating Station. <br />On November 24, 1986 Peabody submitted Revision No. 1 to Permit No. C-008-81. That <br />revision consisted of a completely new PAP in order to respond to mid-term comments, <br />update the PAP information, and reopen the mine to supply coal for test burns at the <br />retrofitted Nucla Generating Station. However, the original baseline wildlife report <br />remained valid for the new PAP since all disturbances associated with reopening the mine <br />were proposed in areas covered under Mariah's original investigation.
