• 822.13 Alluvial valley floors: Protection of agricultural uses. <br />Surface coal mining and reclamation operations shall be conducted to en- <br />sure that the agricultural utility and the level of productivity of <br />alluvial valley floors in affected areas are re-established. <br />Premining productivity of the alluvial valley floor areas found in <br />the Canadian River, Illinois River and Bolton Draw areas are dis- <br />cussed in considerable detail in the description of premining land <br />uses found in Section 779.22. Productivity data for these alluvial <br />valley floors, as obtained from yield estimates published by the <br />USDA, Soil Conservation Service, can be found in Table 51, Forage <br />Production, Percent Vegetative Cover and Carrying Capacity by SCS <br />Range Site. These estimates obtained from SCS Ranch Management <br />Plans give the best available information on premining and present <br />levels of agricultural productivity. <br />• Adverse impacts on the agricultural productivity of these areas <br />will most likely be avoided by implementation of the environmental <br />performance standards outlined in Part 816. In addition, the <br />mining and reclamation plan presented under Sections 780.11 and <br />780.18 will be conducted so as to prevent any deleterious effects <br />on the agricultural utility and productivity of the alluvial valley <br />floors which receive mine water discharge. Environmental monitor- <br />ing has been designed to quantify the historical, current and <br />future productivity of the grazing and harvest lands on alluvial <br />valley floors in the general area. Any detectable adverse change <br />in utility or productivity will be mitigated through preventive <br />techniques and remedial measures, explained in more detail under <br />Section 785.19(d). <br />822.14 Alluvial valley floors: Monitoring <br />• (a) An environmental monitoring system shall be installed, maintained <br />and operated by the permittee on all alluvial valley floors during <br />822-5 <br />
