2.05.4 page 6 <br />MR29 January 2006 <br />All other areas to be reclaimed: up to 6 inches (6 inches minimum on refuse pile) <br />REVEGETATION <br />The majority of the King Coal Mine was previously mined and not reclaimed to the requirements of the <br />Colorado Surface Coal Mining Reclamation Act (34-33-101 et seq). The only area disturbed subsequent to <br />the initiation of the permanent program was a portion of the waste pile comprising 1.08 acres. As such the <br />revegetation of the King Coal Mine will be designed and implemented to conform to the requirements of <br />Rule 4.15.10. The revegetation measures will be undertaken to provide and establish a cover of living <br />plants supportable by the best available suitable material in those areas of the mine re-affected by <br />disturbance subsequent to the permanent program, with ground cover not less than that existing prior to re- <br />disturbance and satisfactory to control erosion. <br />Grazing will be prevented in the reclaimed area for a period of at least three years to allow a <br />successful establishment of vegetation. <br />The disturbed area will not be ready for reseeding until the mine is abandoned, graded and covered <br />with plant growth medium. The access road will not be reclaimed. It will provide access to the reclaimed <br />area for fire control, reclamation work, and inspection. After the coal and mine rock surface layers have <br />been scraped up and used for backfill, no toxic forming materials will seriously inhibit plant growth. <br />After grading and re-contouring the mine bench and covering the area with suitable plant growth <br />medium, the disturbed area will be reseeded on slopes ranging from less than 3:1 to2:1 on the highwalls. <br />After placement and spreading of plant growth medium, samples will be taken and forwarded to a <br />soil laboratory for analysis for major plant nutrients and restrictive ions. Upon receipt of the test results and <br />recommendation by testing laboratory, the correct amount of fertilizer will be applied. <br />Plant growth medium preparation will be accomplished by using a disk or harrow capable of <br />disturbing the soil to a depth of 4". In case of a loose seed bed, a cultipacker to firm the ground will be used <br />following drilling. <br />On slopes of 3: i or less the seed should be planted with a drill equipped with double disc openers <br />and depth bands. Spacing of discs should be no more than 10". Seed should be planted to an approximate <br />depth no deeper than 1/2". On slopes of 3:1 or greater, broadcast seeding may be used. Planting of seed <br />will occur between October 15 and April 30, or between July 15 and August 30. <br />Upon completion of drill seeding, all areas will receive two (2) tons of hay or straw mulch per acre. <br />The material is to be applied in an even manner by use of hand mulching or a mechanical blower. On 3:1 <br />slopes or less the mulch will be crimped into the soil by use of a straight blade crimper of spacing of not <br />more than 10". <br />Since no pre-disturbance vegetation data was collected, the following re-vegetation success <br />standards aze based on SCS Range site data and baseline data from similaz areas. <br />• Total Live Vegetation Cover equal to or greater than thirty (30) percent. <br />• Total Herbaceous Production (annual) equal to or greater than 300 pounds per acre <br />(dry weight). <br />• Species Composition comprising three (3) cool season perennial graminoids and one (1) perennial forb, <br />with no qualifying single species accounting for more than forty (40) or less than one (1) percent relative <br />cover. <br />• There will be no woody plant density revegetation success criterion in accordance with the post-mining <br />land use and landowner wishes. <br />Sampling Methodo]ogy <br />Any CDMG approved sampling methodology may be employed to determine the levels of cover, <br />
