Denver Brick Company AEE Project E95-7084 <br />Stevens Lease Clay Mine January 8, 1996 <br />Douglas County, Colorado Pape (41 <br />4.0 EXTRACTIVE LAND USE -NARRATIVE <br />4.1 General Project Concepts <br />Denver Brick Company operates a plant at Castle Rock, and as such is an important <br />contributor to the local economy. More than one-third of the 90 employees live in Douglas <br />County. Commercial deposits of clays that give the characteristic brick-red color to fired clay <br />bricks are found in isolated clay lenses within the Dawson Arkose Formation, a geologic <br />formation exposed at or near the ground surface over the eastern one-half of Douglas County. <br />The natural occurrence of the red clay necessary for manufacturing red bricks is a significant <br />factor in the location of the Denver Brick Company plant and any extraction site. <br />Pursuant to the Douglas County Zoning Resolution, Denver Brick Company herewith submits <br />an application for a Use by Special Review Permit for open pit mining of red clay and <br />subsequent reclamation in the A-1 Agricultural District on the 40-acre Stevens Lease site. <br />The Stevens Lease site is located northwest of Crowfoot Valley Road and Lemon Gulch in <br />northeast Douglas County. The property is currently vacant rangeland located in the NE1/4, <br />NW1/4 Section B, Township 7 South, Range 66 West of the 6th Principal Meridian. <br />Mining will progress in three phases, working from north to south. Total disturbed acreage <br />will be approximately 21 acres. Mining will occur concurrently with reclamation, with no <br />more than five to ten acres mined at any one time. The purpose of reclamation will be to <br />return the land to wildlife habitat and rangeland. <br />This application will demonstrate that the proposal will not present a significant negative <br />impact to natural, environmental, cultural, visual, or community resources. The project will <br />conform to the Douglas County Master Plan and the Douglas County Zoning Resolution. <br />A Regular 112 Reclamation Permit application will be submitted to the Colorado Mined Land <br />Reclamation Board (CMLRB) at a later date. <br />4.2 Zoning and Zoning Compliance <br />The permit property is zoned Agricultural One (A-1). Per Section 304 and Section 19 of the <br />Douglas County Zoning Resolution dated February 1, 1994, mining may be a permitted use <br />as a Use By Special Review in the A-1 District. <br />It is the intent of this application to demonstrate that the proposal will comply with Section <br />1902, Approval Standards.for Use By Special Review. <br />The proposal is not in conflict with existing zoning of adjoining properties. Current zoning of <br />properties within one mile of the proposed mine site is primarily agricultural (see Sheet 1, <br />Vicinity Map). Properties adjacent to the mine site are zoned A-1. A 16-acre parcel one- <br />quarter mile to the south is zoned A-2. The Pinery, south of Crowfoot Valley Road, is zoned <br />Planned Development. Density of the Pinery PD within the one-mile radius of the mine site <br />has not been determined as of the date of this application.
