As you recently dis- <br />cussed with Rocky Bowman of West Elk Coal Company <br />(WECC), WECC wishes to stockpile on a temporary basis, <br />underground development waste in the area as shown on <br />the attached map. This area is included within the <br />hydrologic protection system for the laydown area. <br />Prior to placement of the waste material; topsoil will <br />• be stripped to a minimum depth of 18° and stockpiled in <br />the Laydown area topsoil stockpile. Prior to stripping <br />top3o11, all organic material will be removed and <br />stockpiled in an appropriate location. <br />As you requested, NcCC's current bond of S1,752,700 has <br />been increased to 52,702.,700 to cover haulage of the <br />maximum tonnage (250,000 tons) which may be placed in <br />the laydown area to WECC's permanent refuse disposal <br />site. This bond amount (5750,000) is based upon a <br />S3/ton haulage cost. Proof of the bond increase is <br />attached. <br />WECC appreciates your expeditious handling of this <br />request.
