Monitoring Requirements (continued) Oil and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, and reported onthe - appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the discharge of oil and grease. A description of ~ the corrective action taken should be included with the DMR Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. ' Total phosphorus (as P) monitoring is required for facilities which dischazge into the following drainage basins: Cherry Creek basin, Chatfield Reservoir basin (i.e. upstream of the USGS gage at Waterton and on Plum Creek), Dillon Reservov basin (i.e. Ten Mile Creek, Snake River, Blue River, all tributaries to the Dillon reservoir), and Bear Creek basin. The Division also reserves the right to include phosphorus monitoring for any receiving waters that may later'enter into phosphorus monitoring requirements. Ifphosphonu monitoring is a requirement of the permit then it shall be included within the terms and conditions of the individual Certification Rationale of the permit. Additional monitoring for phosphoms shall be included on the (DMR) and shall be subject to the permit's monitoring and reporting requvements. Phosphorus sampling shall be on a quarterly basis, taken as a grab sample. C. DEFINITIONS OF TERMS 1. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides measurements. 2. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual sample. DMR's shall include the maximum (and/or minimum) of all instantaneous values within the calendaz month. Any instantaneous value beyond the noted daily maximum limitation for the indicated pazameter shall be considered a violation of this permit. 3. "Grab" sample, is a single "dip and take" sample so as to be representative of the parameter being monitornd. • 4. "In-situ" measurement is defined as a single reading, observation or measurement taken in the field at the point of dischazge. 5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities. 6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the constmction of which commenced after May 4, 1984. See 40 CFR 434.11(j) for the complete definition. 7. "Quarterly measurement frequency" means samples maybe collected at any time during the calendaz quarter if a continual dischazge occurs. If the dischazge is intermittent, then samples shall be collected during the period that dischazge occurs. 8. "Settleable solids analytical procedure" is contained in 40 CFR 434.64. The method detection limit for measuring settleable solids under this part shall be 0.4 ml/I. 9. "Thirty (30) day average" means the arithmetic mean of all samples collected during athirty-consecutive-day period. The pemrittee shall report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the Dischazge Monitoring Reports. Samples shall not be used for more than one reporting period. 10. "Total Metals" means the concentration of metals detemvned is an unfiltered sample following vigorous digestion (Section 4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as desrnbed in Manual of Methods for Chemical Analysis of Water and Wastes. U.S. Environmental Protection Agency, Mazch 1979, or its equivalent 11. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. 12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25.8-101 et al. Additional relevant defmitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et sue., the Colorado Dischazee Pemrit System Reeulations, (Regulation 61 - 5 CCR 1002-61) and other applicable regulations.
