<br />e) Odor: All offensive odors from the gravel pit will be controlled by following the Best <br />Management Practices as described in the State Pernritting process. <br />~ )~: All onsite lights (excluding sectvity and motion detectors) will be fumed off after <br />hours of operation as provided below. All onsite lighting on the property will project the <br />lumens downward. No lumens shall be emitted upwards. <br />g) Hours of Operation: The hours of operation of any Concrete or Asphalt Plant, including <br />all ancillary activities including, but not limited to the operation of equipment or truck <br />engines or any plant equipment producing noise, but excepting on-site security, <br />maintenance operations and the small heater on Aspbalt Plants that keep stored products <br />hot during offhours, shall occur only as follows: <br />a. 5:00 am. to 9:00 p.m., Monday through Saturday, and 7:00 am. and 9:00 p.m. on <br />Sunday. <br />b. The hoots of operation for gravel extraction shall be 6:00 a.m. to 10:00 p.m. Monday <br />through Saturday but excepting on-site security and maintenance operations. <br />Applications for temporary exemptions from the provisions of this section shall be made <br />to the City Administrator or his or her designee. In approving or denying a temporary <br />exemption, consideration shall be given to the effective dates, hours of operation, type of <br />noise, location, loudness, equipment noise characteristics and public health. Pemrission <br />will not be unreasonably withheld. The City Administator or his/her designee shall <br />notify the applicant of approval or denial of the application within two {2) business days. <br />Ifiheapplicanthay_noiieceivednoYir~ witbintw4 j~ business days, the application is <br />implicitly approved. <br />h) Plant Operation Standards: Emissions from Concrete or Asphalt Batch Plants. <br />1. Emissions from a Concrete or Asphalt batch plant shall not exceed the following <br />standards: <br />a. Twenty percent (20%) opacity during normal operation of the plant. For purposes of <br />this section, "normal operation" shall mean all periods of operation other than daily initial <br />startup of the plant or adjustment of air pollution control equipment. <br />b. At times of daily startup or adjustment of air pollution control equipment, opacity <br />levels shall meet state requirements and reporting. <br />c. Opacity percentages for (a) and (b) above shall be measured by a Qualified Observer <br />using the United Staten Environmental Protection Agency's Method 9 for the Visual <br />Determinaflon of the Opacity of Emissions from Stationary Sources, 40 CFR Part 60, <br />Appendix A-4, Method 9, as such standards may be amended. <br />2. Compliance with the Emission provisions of this ordinance will be determined by a <br />Qualified Observer from or retained by the Owner. <br />i) Tmckine of Dirt.
