• Western Fuels-Colorado, LLC <br />New Horizon Mine <br />P.O. Box 628 <br />Nucla, CO 81424 <br />April 3, 2002 <br />Dear Owner/Resident: <br />Western Fuels-Colorado, LLC conducts surface coal mining operations at the New Horizon Mine located <br />just west of Nucla, Colorado. We are required by Colorado and Federal law to publish our blasting <br />schedule in the local newspaper every twelve months. W e are also required to mail or deliver a copy of the <br />blasting schedule to each residence located within one-half mile of the blasting site described in the <br />schedule. EnGosed is a copy of The 2002-2003 blasting schedule. <br />If you have not had apre-blasting survey conducted on your residence, and the residence is located within <br />one-half mile of the blasting site, you have the right to request one. If you have added to or remodeled the <br />residence since your previous pre-blasting survey, you may request another. The survey will determine the <br />condition of the dwelling and document any existing damage and other physical factors that could <br />reasonably be expected to be affected by blasting. Assessments of structures such as cables, pipes, <br />transmission lines, wells and other water systems, and septic systems shall be limited to surface conditions <br />and readily available data. Special attention will be given to the conditions of wells and cisterns used for <br />human, animal, or agricultural purposes and to the quality and quantity of well water. <br />If you believe a residence owned or occupied by you falls within the one-half mile radius, it has not <br />previously been surveyed, and you want a survey conducted on it; please call Ross Gubka at (970) 865- <br />7910 orTony Adkins at (970) 664-7590. If they do not answer, you may leave a message on their voice <br />mail; but please give your name, telephone number, the physical address of the residence to be surveyed, <br />and the best time to return your call. You should also feel free to stop by the mine office at 27646 W est 5th <br />in Nucla to make your request if you prefer. <br />We have conducted over 150 surveys of residences in the Nucla area, so it is likely that yours has already <br />been surveyed. If you are unsure or have misplaced your copy of the survey, please contact us. <br />Sincerely, <br />R.
