<br />3, a potential wetland enhancement area south of Cell 4, and a potential shelf for emergent wetland <br />mitigation along the west edge of Cell 4. The Division is well aware of the Corps of Engineers authority <br />for regulating discharge or fill into jurisdictional wetlands. Because of the uncettain[ies noted in the <br />applicant's adequacy response, [he Division recommends [hat [he applicant commit [o submittal of an <br />approvable wetlands reclamation plan prior to creation, enhancement, or mitigation of wetlands within the <br />permit area. It is [he Division's position [hat the current reclamation plan does not adequately address <br />specific provisions needed for creation, enhancement, or mitigation of wetlands on site. The wetlands <br />reclamation plan should include plans and cross sectional designs for any areas within the proposed permit <br />area that will result in wetlands creation, wetlands enhancement, or wetlands mitigation. Such plans and <br />designs will need to include the following information: the specific location and acreage of created <br />wetlands, enhanced wetlands, or wetlands mitigation; site grading plans for all such areas which include <br />the projected water table surface; the volume of backfill needed for each such area [o result in the desired <br />wetland configuration; a hydrologic assessment for each such area which ensures [he existence or creation <br />of hydrologic conditions needed to sustain a wetland; a wetlands revegetation plan which ensures the <br />development of wetland vegetation characteristic of the existing and sutrounding areas; the need for <br />installation of any engineering controls to ensure proper hydrologic conditions; and itemized costs for <br />wetlands reclamation tasks such as grading and revegeta[ion. Please address. <br />6.4.7 EXHIIIIT G -Water Information <br />17. The applicant has acknowledged that the proposed operation will directly affect surface and <br />groundwater systems. Further, the applicant has elected to implement a monitoring program for static <br />water levels in a[ least three (3) points in the immediate vicinity of the proposed mine. The Division <br />requests that the applicant provide a monitoring plan to be reviewed and approved by the Division prior to <br />any dewatering at the site. The monitoring plan will need to include the following components: 1) a map <br />showing the location of the monitoring stations, 2) frequency of monitoring ([he Division recommends <br />monthly), 3) duration of monitoring, 4) provisions for baseline monitoring, 5) reporting of results (the <br />Division recommends submittal of results in [he Annual Report), 6) criteria for notifying [he Division and <br />determining when an impact to the affected land and surrounding area may have occurred, ie: such as a <br />drop in the water table of ?feet in excess of the natural fluctuation determined during the baseline <br />monitoring period, and 7) mitigation criteria to be implemented. <br />6.4.8 EXHBIT H -Wildlife Information <br />18. On March 21, 2001 the Division sent a notice to the Division of Wildlife (DO\V) informing them of <br />[he Green/Croissant Property Regular 112 Application. In conformance with Rule 6.4.8(2), [he Division is <br />awaiting review comments from the DOW prior to the Board's consideration of the application. To date, <br />the Division has no[ received any review comments from Mike Sherman of the DOW. The Division <br />appreciates your cooperation in encouraging Mr. Sherman to respond in a timely manner, in order that any <br />of his concerns may be considered and resolved prior [o the June 18, 2001 decision date. <br />6.4.12 EXHIBIT L -Reclamation Costs <br />19. The Division has calculated a total reclamation cost of $350,400. Please see attached calculations. <br />
