Introduction <br />The water quality assessment (WQA) of Sanbom Creek and Elk Creek near the Oxbow Mining, LLC <br />Wastewater Treatment Facility (WWTF) was developed for the Colorado Department of Public <br />Health and Environment (CDPHE) Water Quality Control Division (WQCD). The WQA was <br />prepazed to facilitate issuance of the Colorado Discharge Permit System (CDPS) permit for the <br />Oxbow Mining, LLC WWTF, CDPS Pemut No. CO-0000132, and is intended to determine the <br />assimilative capacities available to the Oxbow Mining, LLC WWTF for pollutants found to be of <br />concern. <br />Figure A-1 on the following page contains a map of the study area evaluated as part of this WQA. <br />The Oxbow Mining, LLC W WT'F discharges mine water via one outfall to Elk Creek (outfall 015). <br />This facility also discharges surface runoff water via eight other outfalls to the North Fork of the <br />Gunnison River, Hubbard Creek, Sanborn Creek, and Elk Cteek; specifically outfa11007 discharges <br />to Hubbazd Creek, outfalls 009, 013, 014, and 017 discharge to the North Fork of the Gunnison <br />River, outfall 010 discharges to Sanborn Creek, and outfalls 012 and 016 discharge to Elk Creek. A <br />previous mine water outfall, Ol 1, has been eliminated. The entity is adding a potable water treatment <br />plant that will require routine backwashing of filters. Backwash water will settle in a sedimentation <br />pond that formerly served the Sanborn Creek Mine, which has ceased operation and the mine portals <br />have been sealed. This pond's outfall will be numbered 018 and discharge will go to Sanbom Creek <br />at the same location as previous outfa11011. Discharge may occur intermittently in proportion with <br />the frequency of backwashes. <br />Appendix A Page 1 of 10 Draft <br />
