I, James M. A4attern, a Registered Professional Engineer in the State of
Colorado, in accordance with 2 CCR 407-2, Section 4.03.](1)(d), do certify
that the "West A Haulroad" as shown on the enclosed map was built in
accordance with the gguidelines set forth in Section 3.7.2 of the Trapper Mine
Permit (I.D. No. C-O10-81). The haulroad was constructed using prudent
state-of-the-art construction methods and is suitable for the anticipated vol-
ume weight and speed of the haulage vehicles.
