STATE OF COLORADO aiC HARD D. LAMM, Gnvc~n n.
•t
May 10, 1982
Mr. David Zeeb
CFEI Steel Corporation
P. 0. Box 316
Pueblo, Colorado 81002
RE: Minor Revision No. 1, Allen Mine
File /lC-012-81
David C. Shelton
Director
n
~~~ ~l~ . _
\ 1 :. J :~.: ~.:?
A~I~lIAJ~ ~:Fo
ARtA.lBnrr '
Dear Mr. Zeeb:
• The Division has reviewed your responses to the above revision. This
revision has been approved with two stipulations. These stipulations
were discussed and agreed to during a telephone conversation with Mr.
William Boles of your department.
The following stipulations are:
1. CF&I should include either Emerald Crownvetch or Latana Cicer
Milkvetch at [he rates indicated in Table 16 of the permit application.
Stockpiled topsoil looses nitrogen very easily. Including one of these
nitrogen fixing fortis in the seed mix will help to maintain the fertility
of the soil while it is stockpiled.
2. A composite soil sample of the subsoil material to be excavated for the
shaft collar must be taken and analyzed for pH, EC, SAR, texture, sodium,
calcium, and magnesium. After topsoil has been removed subsoil that is
excavated for the shaft collar should be stockpiled in an area where topsoil
has been removed. Ten samples should be taken from different locations on
the pile and a composite sample made from the ten samples. This sample
should be analyzed and results forwarded to the Division within 60 days
of stockpiling of the material. If the material is not toxic, as
evidenced by the sample results, it can then be spread on the site. If
it is found to be toxic or harmful CFI will be required to dispose of the
material, probably a[ Che refuse disposal site near the mine office.
S'~ -0 2
~~8
DEPARTMENT OF NgTURAL RESOURCES
D.
