2.05.5 Post-Minin4 Land Uses <br />• The implementation of the detailed Reclamation Plan contained in <br />Section 2.05.4 will restore the land affected by surface operations <br />and facilities within the permit area to the pre-mining use as <br />undeveloped lands used partly for wildlife habitat and limited <br />residential use. This restoration will be specifically <br />accomplished by grading the area to create approximately original <br />contour, restoration of drainage patterns to their original <br />function, reapplication of topsoil, application of mulch, followed <br />by the seeding of the seed mixture set forth in Section 2.05.4. <br />Erosion will be controlled on the newly seeded area through the use <br />of mulch and a drainage and sediment control plan until vegetation <br />has been sufficiently established. The lands will also be <br />protected from noxious weeds or other biological processes such as <br />animal grazing until the stands are sufficiently established to <br />support projected use. <br />The proposed land use as undeveloped lands and limited residential <br />use for the reclaimed area is identical to the pre-mining land use <br />• found in the area. No change in land use is expected in the <br />proposed land use categories. Therefore, the proposed land use <br />will be consistent with the historic land use on lands within the <br />current permit area. <br />The consideration of undeveloped lands with some wildlife habitat <br />and limited residential use as the post-mining land use is <br />identical to the discussion in Section 2.04.3. The limitations on <br />changing to an alternative land use are fully discussed in that <br />Section. Likewise, concurrence with the surface owner of the lands <br />to be affected by the surface facilities is provided by a letter <br />from Mr. Gregory Hoyl of Anchor Coal Company, dated October 28, <br />1981, located in Exhibit 12. <br />The office building was used for residential use prior to the <br />mining activities. The office building will be left in place <br />following mining activities and will be allowed to revert to <br />residential land use.
