10. The Applicant will install four groundwater injection well sites capable of recharging the <br />aquifer at the rate of 2,000 gallons per minute. The recharge wells will be installed and <br />operating in advance of the mining activity in each area and will be located in the vicinity <br />of a piezometer that will be monitored monthly for water levels. The Applicant proposes <br />a groundwater monitoring program consisting of 15 monitoring wells, nine onsite and six <br />offsite. The Applicant has obtained 12 months of baseline data to date. Fluctuations of <br />groundwater levels greater than two feet will trigger secondary mitigation measures, <br />including contacting neighbors to assess the performance of their existing wells. If <br />negative impacts are noted by well owners, the applicant will implement one of the <br />following four measures: (1) add a rechazge site within the permit boundaries near the <br />affected area; (2) re-drill or deepen the affected well; (3) provide dewatering water to the <br />affected party for direct use in irrigation at a rate equal to the decreed well pumping rate; <br />or (4) install a temporary water storage tank and pump system to deliver potable water to <br />affected domestic wells. <br />11, One of the four injection wells will be located in the northern part of the proposed permit <br />boundaries, in close proximity to the Landrus's domestic well. Even with the measures <br />described above, water quality from the Landrus well may be negatively impacted. <br />Accordingly, the Division recommends the following condition as Stipulation No. 1: <br />Prior to exposure of groundwater or anypit de-watering, or installation of the <br />underground recharge wells, the applicant will obtain approval from the <br />bivision of Minerals and Geology of a venter qualig~ monitoring and mitigation <br />plan in the form of a revision to the permit. A copy of the revision shall be <br />forwm~ded m the objecting parry (Georgia Landrus) when submitted to the <br />Division of Minerals and Geology. The water quality moraitoringplmi must <br />include a plan for collection of baseline or ambient water quality samples, <br />specify the water quality parameters to be monitored, sped a paint of <br />compliance, spectfy the frequency of rnonitoring and reporting to the Division, <br />mid specify a mitigation plan it2 the event of an exceedence of a water quality <br />pm'ameter. <br />
