Simpson <br />Scale Engineer <br />R~ <br />. r, <br />-,c <br />~. <br />~,;~.. 0 <br />`' g~99~ <br />•~. <br />'<~. <br />r ':~; <br />We have reviewed the above referenced application for a sand and gravel pit on a 1,470 acre <br />site located immediately north of the Arkansas River, west of the town of Holly. <br />The mining plans involve exposure and resulting evaporation of ground water, with an <br />anticipated 410 acres of permanent lakes being created. In addition water will be consumed <br />through activities such as: product washing, dust suppression, hauling product off site, aready- <br />mix concrete plant, and a hot asphalt plant. <br />Water from the Buffalo ditch is presently used to irrigate crops at the site of the proposed pit. <br />The applicant intends to convert these irrigation rights to cover the future water requirements <br />of the mine. Prior to diversions of any water for any uses at the mine, the applicant will have <br />to obtain approval of either a plan for augmentation by the Water Court, or a substitute water <br />supply plan from the State Engineer, which allows the Buffalo ditch irrigation rights to be <br />changed to the uses proposed. Evaluation of the adequacy of the applicant's plan will be made <br />at such time at the plan is presented to the court or this office. <br />Prior to exposing any ground water the applicant will have to obtain a well permit for the pit. <br />Availability of this permit will be dependent on the approval of either an augmentation plan or <br />a substitute water supply plan. <br />oF' coe <br />tie, ~4 <br />in ,,. 0 <br />f+ t <br />~ re l6 ~+ <br />Should you have any questions please contact our office.
