44.30 CESSATION OF OPERATIONS <br />• 4.30.1 Temporary. <br />(1) Colorado Westmoreland Inc. shall support and maintain all sur- <br />face access openings to underground operations. Also, CWI <br />shall secure surface Facilities in areas in which there are no <br />current operations, but are to be resumed under an approved <br />permit. A11 provisions of the approved permit shall be com- <br />plied with during temporary cessation. <br />Colorado Westmoreland Inc, notified the Division of temporary <br />cessation of coal mining operations on June 17, 1986. The <br />temporary cessation was necessary because of the mine fire ex- <br />perienced at the Orchard Valley Mine on June 1, 19$6, Upon <br />construction of the new facility at the Orchard Valley [•lest <br />Mine site, coal mining production resigned, <br />The continued usage of the Orchard Valley Mine site will de- <br />pend on rehabilitation or other accesses to the coal reserve. <br />Plans on how to best utilize the existing facilities are on- <br />going . <br />All provisions of the approved permit at the Orchard Valley <br />Mine have and will continue to be followed, <br />• (2) CWI informed the Division of a temporary cessation on June 17, <br />1986. No reclamation was begun because the existing Orchard <br />Valley Mine site may be utilized for coal processing. If CWI <br />is going to otherwise cease operations for 30 days or greater, <br />a notice of intent to cease operations shall be submitted to <br />the Division and include: <br />(a) The exact number of surface acres and the horizontal <br />and vertical extent of subsurface strata whch have been <br />affected in the permit area prior to cessation or aban- <br />donment; <br />(b) The extent and kind of reclamation of surface area <br />which will have been accomplished through [he date of <br />cessation or abandonment; <br />(c) Identification of the backfilling, regrading, revegeta- <br />tion, environmental monitoring, underground opening <br />closures and water treatment activities that continue <br />during the temporary cessation; and <br />(d) A brief description of the circumstances surrounding <br />the temporary cessation of operations and anticipated <br />date for resumption of operations, if known. <br />Revised 10(12/86 <br />• Revised 10/01/87 <br />1 <br />
