water level monitoring for each major phase of the proposed operation prior to initiation of de- <br />watering activities in that particular phase of the operation. Please respond. <br />Mitigation <br />10. The applicant has specified on-going groundwater mitigation of utilizing three (3) recharge <br />wells in order to minimize the impacts to groundwater in the affected land and surrounding area. <br />In conformance with Rule 3.1.6(1), for each of the recharge wells, please specify whether the <br />well will be a new well installed by the applicant or the well is an existing well If it is an <br />existing well, please specify whether the well is an irrigation well and its capacity, or whether the <br />well is a domestic well and its capacity. Also, in conformance with Rule 3.1.6(1), please clarify <br />the expected recharge rate to the aquifer from de-watering mitigation measures during each <br />major phase of the mining operation, whether it be 500, 1000, 1500, or 2000 gallons per minute. <br />Also, given the stated hydrologic conductivity of the Broadway Alluvium, ie: 165 feeUday, <br />please estimate the length of time needed to fully recharge the nearest domestic and/or irrigation <br />well to ambient water levels during each major phase of the mining operation. Please respond. <br />11. It is the Division's understanding that the applicant has proposed monitoring the quality of <br />the mitigation water specified above in Item 10 for total suspended solids, pH, turbidity, and <br />electrical conductivity. Please confirm that the applicant will monitor for these four (4) water <br />quality parameters. The Division also requests that the applicant monitor for total dissolved <br />solids, palatability, oil & grease, total fecal coliforms, and any other primary or secondary <br />drinking water standards specified by the Colorado Department of Health, Water Quality Control <br />Division unless the applicant can provide a demonstration satisfactory to the Division of why <br />such pazameters are not needed. Please respond. <br />12. The applicant has specified a "trigger" of two (2) feet below the annual low level. In the <br />event that a "trigger" event has occurred in the midst of the use of the three (3) recharge wells as <br />specified above in Item 10, please provide specific secondary mitigation measures that will be <br />employed. <br />13. Please clarify the location and horizontal distance to the domestic well owned by the objector <br />immediately north of the proposed permit boundary and any known details of the objector's well, <br />such as depth of well, height of water column, and estimated current water level. Also, please <br />indicate on the Well Location & Hydrologic Features Map the exact location of the objector's <br />domestic well. Please respond. <br />Reclamation <br />14. Liner Reclamation - In conformance with Rule 6.4.4, the applicant has provided a <br />contingency plan for steps to be taken if cracks, fissures, sand lenses, or other undesirable <br />features are encountered during excavation of the pit floor. Accordingly, there should also be an <br />itemized cost for such contingency in the Reclamation Cost Estimate. Please respond. <br />
