Reopener Clause - This permit may be reopened and modified as discussed <br />in Part II.B.S. if there is a significant change in state or federal <br />water quality regulations, a significant change in operation at the <br />facility, a change in the segment water quality standards, or at the <br />request of the permittee. <br />7. Expiration and Permit Renewal - This permit will expire June 30, 1992. <br />The next renewal application will need to be submitted at least 180 days <br />prior to the expiration date. <br />CHANGES SINCE PUBLIC NOTICE: <br />Don Holmer <br />October 20, 1986 and <br />December 5, 1986 <br />Comments from William C. Robb, representing Camp Bird Venture, were received <br />during the public notice period on March 25, 1987. A meeting was scheduled <br />with Camp Bird Venture on April 23, 1987. Later comments relating to Camp Bird <br />Mine were received in letters dated April 29, May 6, June 2, 1987 and August <br />12, 1987. Based on the comments and meeting, the following changes have been <br />made in this permit. <br />The Division has determined that this permit will be issued with certain <br />modifications. The possibility of extending the previous permit was requested <br />by the permittee and this was considered; however, too many complicated changes <br />would be necessary to update the previous permit, so this permit will need to <br />be issued. <br />The permit is being issued to both the owner, Camp Bird Colorado, Inc. (a <br />subsidiary of Federal Resources Corporation) and Chipeta Pfining Corporation, <br />operator of Camp Bird Venture, which has taken a two year option for evaluation <br />of the Camp Bird Mine until December 15, 1988. The expiration date for the <br />permit has been changed to June 30, 1992. The term of the effluent limitation <br />effective dates has also been changed to: immediately through December 31, <br />1988 for the initial period, and January 1, 1989 through June 30, 1992 for the <br />latter portion. The list of parameters for the one-time analysis on page if <br />has been reduced, since additional water quality effluent data was submitted on <br />December 22, 1986. The final change made In the permit was that the compliance <br />schedule on page lc for the water quality-based permit limitations was revised. <br />
