COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
Rationale - Page 5. Permit No. CO-0026981
EFFLUENT LIMITATIONS, RATIONALE, AND MONITORING FREQUENCIES:
Since available reported concentrations for Cu and Hg were less than the lowest
analytical level of detection for each of these parameters, the ambient
concentration is assumed to be zero for these parameters.
Permit effluent limitations as well as monitoring requirements are summarized
in Table III and IV.
Table III
Applicable Facility Permit Effluent Limitations for
the Period Effective Immediately through December 31, 1988
Monitoring
Parameter Effluent Limitation Frequency/Type
TSS, mg/1 20/30 a/ 3 X Monthly/Grab
pH, s.u. 6.5 - 9.0 b/ Weekly /Grab
011 and Grease, mg/1 10.0 c/ Weekly /Grab or Visual
Total Cadmium, mg/1 0.05/0.10 a/ 3 X Monthly/Grab
Total Copper, mg/1 0.15/0.30 a/ 3 X Monthly/Grab
Total Lead, mg/1 0.30/0.60 a/ 3 X Monthly/Grab
Total Mercury, mg/1 0.001/0.002 a/ 3 X Monthly/Grab
Total Zinc, mg/1 0.50/1.0 a/ 3 X Monthly/Grab
Salinity as TDS, mg/1 N/A - Monitor d/ Quarterly/Grab
Flow, MGD 6.64 f/ Weekly/Instantaneous
or Continuous
Total Cyanide, mg/1 e/ N/A - Monitor a/ Monthly/Grab
a/ 30-day average limitation/daily maximum limitation
b/ Daily minimum - daily maximum limitation
c/ Daily maximum limitation; a grab sample shall be taken if a visual sheen is
observed
d/ In compliance with the "Regulations for Implementaton of the Colorado Salin-
ity Standards Through the NPDES Permit Program", the permittee shall continue
to sample for salinity in the wastewater effluent on a quarterly basis.
e/ Monitoring for total cyanide will continue for an asse ssment of the effluent
quality, since previous effluent analyses have indicat ed detectable concen-
trations (previous averages included: 0.00, 0.004, 0. 001, 0.041 and 0.012
mg/1; previous maximums included: 0.00, 0.012, 0.002, 0.102 and 0.036 mg/1)
which may have an impact on the Segment 9 free cyanide water quality standard
of 0.005 mg/1. If necessary, the division may later d etermine that the
permit will be amended to include more frequent monito ring and/or permit
limitations for cyanide.
f/ 30-day average limitation for discharge point 001. No t applicable for dis-
charge point 002, 003, 004 and 005. This flow limitat ion is based on the
assumption that the major source of discharge is from 001. If continuous or
increased flows do occur from discharge points 002, 00 3, 004 or 005 the flow
limitation will be reevaluated and may be amended.
All limitations other than flow apply to all the discharge points.
