<br />INTRODUCTION <br />L~ <br /> <br />In the 1st and 2nd quarter of 1996, initial investigations were done for permitting a portion of the <br />Carol Ann Schmidt property located approximately 1.2 miles east of the town of Gypsum, in Eagle <br />County, Colorado. A special use permit application for the Carol Ann Pit was submitted to Eagle <br />County in June of 1996. After considerable review and public comment, revisions were made to the <br />application to avoid a drainage channel in the middle of the permit area and a spring located near <br />the north edge of the property. Also, mitigation items were worked out with the Colorado Division <br />of Wildlife. <br />The application was re-submitted with considerable changes as a result of the public comment. <br />Also, many meetings were conducted by B&B with the towns of Eagle, Gypstun and the surround- <br />ing area to discuss the plans for the pit and various mitigation items. <br />In October of 1996, the County Planning Commissioners voted unanimously to approve the pit and <br />• on November 19, 1996, the County Commissioners did the same. The County Special Use Perrnit <br />was applied for before the DMG application, due to past history with County denials at other sites <br />in Eagle County. <br />Considerable effort was put into the design and permitting of this pit for Eagle County and the plan <br />contains many environmental mitigation items. Greg Lewicki, P.E. of Greg Lewicki and Associ- <br />ates authored this application, although Scott Hoover of B&B provided considerable information on <br />many items. <br />• <br />Carol Ann Perrrut CDMG Application <br />
