Pit, (DRMS# M-81 22) <br />N 714 Section 3, T7N, R69W, 6th P.M. <br />Water Division 7, Water District 3, Larimer County <br />Approval Period: November 1, 2006 through OctrSber 37, 2007 <br />Contact Phone Number for Ms. Michelle Austin: 303-452-6611 <br />Dear Ms. Austin: <br />Your letter dated September 19, 2006, requesting renewal of the above referenced <br />substitute water supply plan to cover depletions caused by an existing gravel mining operation has <br />been reviewed. The required fee of $257 for the renewal of this substitute water supply plan has <br />been submitted. The original plan was approved on March 26, 1993 and was most recently <br />renewed on October 25, 2005. As indicated in the previous approval letter, Connell Resources, Inc. <br />has begun the process of backfilling this site above the groundwater table to remove the long-term <br />augmentation requirement. In a letter dated April 23, 2003, the State Engineers Office allowed the <br />site to be operated under a substitute water supply plan until such time that the pit has been <br />completely backfilled. Connell Resources, Inc. has amended their DMG permit to reflect that the <br />groundwater pond will be backfilled completely. According to the information provided, no additional <br />backfilling of the site took place in 2006. Connell Resource, Inc. will continue backfilling the site <br />when material is available nearby and is cost effective to transport to the site. <br />The only consumptive use associated with the G.L. pit site will be from evaporation of <br />exposed groundwater. The current exposed surface area at the G.L. Pit remains at 6.4 acres. Total <br />estimated annual consumptive use for this plan is 9.7 acre-feet of evaporation from 6.4 acres of <br />exposed water surface area of which 5.5 acres have a phreatophyte credit. <br />The G. L. Pit is located approximately 1700 feet from the Cache La Poudre River, thus <br />depletions were not assumed to be instantaneous and have been lagged back to the Cache La <br />Poudre River. You have provided a monthly breakdown of the annual lagged depletions totaling 9.8 <br />acre-feet of evaporative loss. The amount of lagged depletions is greater than the actual depletions <br />because it accounts for the post pumping depletion effects from previous years. <br />The proposed source of replacement water for this pit is a lease of 10.5 acre-feet of fully <br />consumable water from the Tri-Districts. The lease is for the period of November 2006 through <br />October 2007. A copy of the Tri-Districts lease was provided to this office on October 17, 2006 and <br />is attached to this letter. The replacement waterwill originate from Sand Creek Ditch, which can only <br />deliver transbasin water to Eaton Reservoir during the warm months of the year. The Tri-Districts <br />have water stored in low elevation reservoirs to make replacement during all month of the year in <br />
