(Cont'd.)
(3) (b) (iii) (Cont'd.)
Surface Water Monitoringt -Orchard Valley and Orchard Valley West Mine Sites
Surface water monitoring at WVCC's orchard Valley and Orchard Valley
West Mines includes quality and quantity measurement for dischaarges
from disturbed lands. Specific parameters are measured in accordance
with COVCC's NPDFS Discharge Permit at six NPDFS discharge points upon
release of flows from the disturbed areas to a natural water course.
The surface runoff from disturbed areas at the portals and support
facilities throughout the property is totally contained within the
existing sedimentation systems. Surface water is discharged and
monitored at s~limentation porri #4 (outfall 002), the timber storage
area car~i,~ntation pond (outfall 003) , the coal stockpile sedimentation
pond (OUtfall 004), the train loadout sedimentation porn (Outfall 005),
and the Orchard Valley West Mine sedimentation pond (Outfall 006).
Refer to the NPDES Appendix in Volume 8A for specific information on
the NPDES permit.
Sedimentation pond #4 is equipped with a stilli~ well. Discharges
over the spillway, in the case of flows in excess of a l0-year 24-hour
event, are measured automatically in this well. Voluntary discharges
from this pond are sampled and analyzed in accordance with the NPDFS
Permit.
The storage capacity of the sedimentation ponds at discharge points
003, 004, 005, and 006 results in infrequent discharges. Appropriate
sampling analyses are cotxYucted in the event discharge occurs.
Required NPDFS parameters include flow, total iron, total dissolved
solids, total susperxled solids, and pH. Conditional analysis for oil
and grease are also required if a visible sheen is evident on the
discharge. Discharge Monitoring Reports (OMB's) are filed quarterly
with the Division in accordance with Rule 4.05.13 (2) (a) (iii), and
are available for inspection by the Regulatory Authority at the ~VCC
mine site office. Any sanq~les which indicate a permit violation will
be reported immediately to the Regulatory Authority.
Surface water discharge monitoring will continue for such time as is
deemed necessary after cessation of use of underground mine workings
and after surface disturbed areas have been regraded and stabilized.
All equipment for monitoring will be removed when it is no longer
required for monitoring.
Grourxhrater Monitoringt -Orchard Valley and Orchard Valley West Mine Sites
The Orchard Valley and Orchard Valley West Mines are located several
hundred feet above the water table of the area. The mines are designed
to prevent toxic materials or leachates from contacting water sources.
'iR 93-24 Revised 12/10/93
114
