WFC will not use any pesticides or herbicides without <br />• approval from the Division. <br />Prior to seeding and after topsoiling, WFC will conduct <br />a soil testing plan evaluating the major soil nutrients o£ <br />nitrogen, potassium, and phosphorus. Results will be forwarded to <br />the Division. Fertilization application will be based on this <br />testing program. <br />All acid Forming and/or toxic materials shall be disposed <br />of in accordance with Section 4.11.4 and Section 4.14.3. <br />All roads including light use, access and haul roads will <br />be reclaimed at the New Elk Mine. Reclamation of roads will <br />proceed when access is no longer needed For maintenance of <br />reclaimed areas. Roadbase will be removed and placed over refuse. <br />The roads will be ripped to a depth of 18 inches and scarified <br />prior to final seedbed preparation. Fill and cut slopes will be <br />graded to blend with the post-mining topography. Water bars will be <br />installed as necessary to prevent excessive erosion. The two (2) <br />present crossings at the New Elk Mine will remain in place for <br />landwoner access to the south side of the Purgatoire River. <br />• On August 15, 1985 WFC submitted a rill and gully plan to <br />the Division. This plan was revised in December 1986. Exhibit 29, <br />Rill and Gully Plan, is a copy of this plan. WFC will follow the <br />rill and galley maintainence requirements as outlined in this plan. <br />As previously discussed, revegetation success criteria <br />will be judged according to Sections 4.15.8 and 9.15.10 of the <br />regulations. WFC's postmining land uses will include rangeland, <br />upland and riparian wildlife habitats. Success of the rangeland in <br />the East Portal area will be compared to the Golden Eagle Grassland <br />Reference Area. Success of upland wildlife habitat will be <br />compared to the upland reference area. Success of the riparian <br />wildlife habitat will be compared to the riparian reference area. <br />The locations of these reference areas are shown on Map 10, <br />Vegetation.
