<br />-2- <br />into haul trucks. The trucks will go west approximately 1-1/4 mile <br />on the paved frontage road to the I-70 on-ramp. A suspended con- <br />veyor, 36 inches wide, will be used to move the materials across <br />the river. Preliminary plans call for two 40-foot steel towers to be <br />located approximately 250 feet apart on opposite sides of the river. <br />Along the 800 to 1,000 feet of river where the conveyor could be <br />installed the river varies from 90 to 190 feet wide. The towers <br />will be set back from the river between 30 and 80 feet on each <br />side. Suspension will be such that the conveyor will be approx- <br />imately 10 feet above the water. All river traffic will clear <br />the suspension. A preliminary sketch of the installation is shown <br />below: <br />250 <br />10 <br />Colorado River <br />30 80 Channel 80 30 40 <br />No material will be deposited in the river; no part of the suspension <br />system will be in the river. <br />After careful review of the Rules and Regulations of the U. S. Corps <br />of Engineers 404 Permit Program, we do not believe that the work <br />contemplated will require such a permit. We are in the process of <br />obtaining a Special Use Permit from Garfield County and a Colorado <br />Mined Land Reclamation Permit. <br />As of this date, the lease and/or purchase of approximately 6.561 <br />acres (3.261 land and 3.3t water) from the Colorado Department of <br />Highways on the north side of the river is not complete. We <br />expect a lease to be issued on Friday, October 2, 1981. On the <br />attached plat we have shown the location of this property as well <br />as the property that will be excavated. The position of the <br />suspended conveyor may vary upstream or downstream from where it <br />is shown on the plat by several hundred feet. <br />Corps of Engineers <br />We request that the Corps of Engineers confirm the findings of <br />our study and the conclusion that a Corps permit is not necessary <br />for this operation. The Garfield County hearing on the Special <br />Use Permit is to be held before the Commissioners o^ October 13, <br />1981. An early response would be most helpful. <br />
