Doc Date:1 211 112 0 0 1 <br />III IIIIIilllllli III <br />sss <br />5/~ ~ 4.1 HISTORIC RESOURCES MANAGEMENT <br />4.1.1 AREAS TO BE DISTURBED BY MINING <br /> <br />4s is noted in Section 2.8.7 and is described in Section 2.8.12, all of the cultural <br />resources identified in the surveys of The area are outside of the active mining areas. <br />Site 5 RT 43, adjacent of the West Ridge area of The mine is completely outside of <br />any mining activity, present or planned. Site 5 RT 149, north west of The Moffat Area, <br />directly west of the Wolf Creek area is outside of both the five year mining area and <br />the overall mine permit boundary. However, it is likely that if The Wolf Creek area <br />ever is mined, additional acreage to the west of the present boundary in Section 19 <br />will need to be added to the permit. Even if this additional activity disturbs this site, <br />no mitigation would be required since, as is noted in Section 2.8.7, this site is <br />ineligible for the National Register of Historic Places. <br />4.1.2 AREA DISTURBED BY MINING FACILITIES <br />The proposed Haybro historic district described in Section 2.8 includes lands used <br />by the Edna Mine for sedimentation ponds, an air quality monitoring station, an access <br />road, the mine offices and rail loading facilities. Although included within The <br />boundaries drawn an the proposed historic district, the latter two are outside of the <br />area identified as the historic district. The sediment ponds, air quality monitoring <br />station and roads are now in place and so no additional disturbance will be made <br />except for normal maintenance. As shown in Section 3.5 Exhibit 3.5-20, the road will <br />be improved to provide access to the offices and tipple when normal access is <br />interrupted by trains loading at the tipple. The improvement involves decreasing the <br />grade of the road where it joins with the present county road to the north of the mine <br />which will not disturb any of the artifacts identified in the survey. <br />4.1-I <br />~~~~~ <br />
