Cut slopes and the topsoil pile will be <br />mulched and hydroseeded as soon as possible after construction. Erosion and <br />drainage control for the substation, Live Subsoil Pile, and topsoil pile will be <br />achieved through the use of diversion ditches, straw bales, silt fence, etc., where <br />appropriate. A small azea exemption demonstration for this area is provided in <br />Exhibit 66. <br />Transmission Line and Distribution Powerlines <br />A new 46KV high voltage transmission line will be built from Colorado Highway <br />133 to the new substation. Construction, and eventual salvage of this transmission <br />line will be accomplished by Delta Montrose Electric Association (DMEA), which <br />will maintain and own this line. A high voltage switch will be mounted on a double <br />pole structure within the highway right of way and connect to the existing 46 KV <br />transmission line at that location. Three 477 Aluminum Cable Steel Reinforced <br />(ACSR) cables and a 4/0 ACSR static line with integral fiber optic cable will be <br />routed southward on a combination of single pole, double pole and steel structures, <br />approximately 7200 feet to the new substation. Approximately seventeen 65 foot <br />wooden poles will be installed. Two lattice-type steel structures approximately 150 <br />feet high will be built on individual concrete foundations approximately 4 foot by 4 <br />foot by 6 foot deep at each of four legs (8 total). One self-supported steel pole <br />structure approximately 80 feet high will be built which will require a caisson type <br />concrete foundation approximately 4 foot diameter by 30 feet deep. <br />Approximately 1,500 feet of the transmission line will span existing disturbed areas <br />of the mine site. Approximately 3,500 feet of the transmission line will span <br />undisturbed azeas. Brush crushing approximately 30 feet wide beneath the line will <br />be required along the line in the undisturbed area. The remaining 3,200 feet of <br />transmission line will parallel new light use roads which will be built to provide <br />occasional maintenance access to the transmission line. Topsoil salvage and <br />excavation/fill quantities associated with construction of the transmission line <br />support structures are discussed in the paragraphs below describing the light use <br />road construction. <br />Distribution power lines will be built from the new substation to the shaft sites, <br />existing Sylvester Gulch fan, and the electric borehole location. Approximately <br />7,500 feet of overhead distribution, consisting of 5,700 feet of nine 336 ACSR <br />cables and a static line and 1,800 feet of three 336 ACSR cables and a static line will <br />be built on single pole wooden structures. Approximately thirty 50-foot wooden <br />poles will be installed. In addition, two small switchgear houses, approximately 120 <br />sq. ft. each resting on one foot thick concrete slabs will be constructed: one at the <br />shafts site and one at the electric borehole location.
