Mountain Coal Company Exhibit 69 <br />West Elk Mine .,. Sylvester Gulch Facilities- <br />• feet deep. It will be completed to the B-Seam workings, with access provided to the E- <br />Seam as well. The shag will be raise drilled (all excavated material will remain in the <br />mine) and completed with a water ring, downcomer connection, and concrete liner such <br />that surface water and groundwater cannot enter the mine workings. The completion of <br />Shaft #3 will be identical to the completion of Shafts #1 and #2. The shaft will have a <br />concrete collaz approximately 3 feet wide by 2 feet deep and will be covered with a 12 feet <br />by 12 feet by 6 feet high screened metal enclosure to prevent birds and other fauna from <br />entering the shaft. <br />Temporary facilities to be used during the construction of the shaft will most likely include <br />a hoist, winch, and trailer-mounted facilities. The hoist and winch will be placed on <br />concrete foundations. The dimensions of the foundations aze shown on Table 3. These <br />facilities will be removed upon the completion of the shaft. Permanent facilities at Shaft <br />#3 will include an emergency escapeway capsule or "bullet hoist." Dimensions for this <br />structure and concrete foundations aze included on Table 3. <br />The total disturbed area associated with the Shaft #3 site (including the road to the site) is <br />approximately 3.1 acres. Approximately 10,000 CY of topsoil will be salvaged; 4,500 CY <br />will be stockpiled at the topsoil pile at the Shaft #3 site, and 5,500 CY will be stockpiled <br />in topsoil stockpile #1 or in the Shaft #1 and #2 site pile. Approximately 151,000 CY of <br />subsoil will be cut to construct the Shaft #3 pad and 6,300 CY will be used as fill for the <br />• road and pad. The remaining material, 141,000 CY, will be used for the construction of <br />the benches for Shafts #1 and #2. <br />The light-use roads to the Shaft #3, degasification, and electric borehole sites will include <br />approximately 1,900 feet of guazdrail. The road and the shaft pad will be surfaced with <br />road base material to provide stable driving and working surfaces. <br />The electric borehole pad azea will be approximately 100 feet by 100 feet to accommodate <br />a truck turn-around, a small switch house, and the borehole cable support structure. See <br />also Electric Borehole Road in this discussion for information on the electric borehole <br />road. The finished electric borehole will be 11 inches in diameter and will be <br />approximately 635 feet deep. The hole will be fully cement grouted and cased to the B- <br />Seam to keep surface water and ground water from entering the hole. <br />The pad azea for the degasification hole will be approximately 50 feet long by 150 feet <br />wide. The road to the degas hole (measured from the Shaft #3 road) is approximately 325 <br />feet long and 14 feet wide. The finished hole will be 11 inches in diameter and will be <br />approximately 670 feet deep. The hole will be fully grouted and cased to the B-Seam to <br />prevent surface water and ground water from entering the hole. <br />Drainage around the shaft pad and along the roads to the degasification hole will be <br />controlled by surface ditches and culverts.
