Mountain Coal Company Exhibit 69
West Elk Mine Sylvester Gulch Facilities
reclamation, the road will be reclaimed to a light-use road, and will follow the new
alignment and not the alignment that exists currently. The substation access road will also
remain upon final reclamation, but reduced to a light-use road, similar to the current road
in this azea. All other roads (including the Electric Borehole road) will be reclaimed upon
final reclamation.
The retention of roads within the Sylvester Gulch azea meets the post-mining land use of
grazing and wildlife habitat. Only pre-existing roads (previous to mining) will be retained
to allow public access to federal lands.
Post-mining contours and cross-sections of the reclamation in comparison to pre-mine and
post-construction contours can be found on Map 58A and 59A, respectively. Al] other
information in regards to reclamation (i.e., topsoil, seeding, planting methods, noxious
weed control plan, etc.) can be found in Section 2.05.4 of the Mining and Reclamation
Plan in Volume t of MCC's permit as it also applies to the Sylvester Gulch Facilities Area.

15 Nov. /996 PR07R; Revised May 1997MR2/6:
Revised Jul. 1997 MR2 / 9
