Feb 28 2001 12~05PM iUTTLE APPLEGATE No•3552 P~ 2/1 <br />'~ <br />October 12, 2000 <br />Mr. Kevin Rein, PE <br />State Engineers Office <br />3313 Sherman Street, Room 818 <br />Denver, CO 80203 <br />RE: Renewal of Substitute Supply plan for the Howe Pit, M-78-052 <br />Dear Mr. Rein, <br />On behalf of Western Mobile Inc., a subsidiary of Lafarge Corporation (Lafarge), Tuttle <br />Applegate, Inc. requests renewal of the substitute water supply plan for the Howe Pit sand and <br />gravel mining operation. A check made out to the Division of Water Resources for 5217.00 for <br />the renewal fee is attached to this letter. <br />The Howe Pit substitute supply plan was most recently renewed by the SEO in a letter dated <br />January 27, 1998. This renewal will update the SEO on existing conditions at the Howe Pit site. <br />PROJECT DESCRIPTION <br />The Howe Pit is located in Adams County along the South Platte River near the intersection of <br />the Old Brighton Road and 112i6 Avenue. The site is located in Sections 3, 4, and 9, Township 2 <br />South, Range 67 West, 6'" P.M. Figure No. 1 is a vtcinity map of the subject site. <br />Lafarge expects to continue mining operations at this site for two more years. After reclamation <br />of the mine, one tined lake will be created. This property has been sold to Denver Water and <br />South Adams County for a future water storage facility. <br />The site will continue to be dry mined, and groundwater will be exposed in the dewatering trench <br />and the collection area. Groundwater will flow along the trench by gravity and dischazged into <br />the South Platte River. <br />A combination of 25 Fulton Ditch shares owned by Lafarge and a lease from the City of Cmeley <br />will make replacements for the mining depletions throughout the yeaz. These zeplacement <br />sources will adequately account for the consumptive uses associated with the tnining operation. <br />Page 1 <br />
